Remove other one line config tables

We removed (most of) the senseless one-line-config tables. Now remove/replace the remaining 'one-liners':

• fs2_editor_config => Handle like other configs, but keep Editor Factory #135 in mind
• fs2_email => Add to the template system

Those tables don't have an urgent need to be replaced, cause they are likely to be replaced within a bigger context.

• fs2_announcement => Will be replaced with new announcement-system, see Multiple announcement #22
• fs2_counter => Most likely included to a generic option/data system

Concering fs2_announcement: I don't know what your plans are for this announcements, but maybe that table should not be removed, because as soon as someone starts working on issue #22 (multiple announcements), a announcement table might become neccessary anyway.
