I am experiencing the exact same issue. I am running glance under docker in a VM. It seems glance docker launches way before either VM or docker has aquired a proper IP address. Because restarting glance container fixes the issue.

Is there a way to introduce a small delay before the container starts? I believe that should work. Open to ideas.
Or, possibly check for internet connection, that might be even better.
