Remove the dependency on pandoc which is slow and causes formatting issues

See googleapis/google-cloud-python#14741 which fixes a docs formatting issue via post-processing which is caused by pandoc. We should remove the dependency on pandoc to avoid running into these issues. We would need to fill the gap when we remove pandoc by adding docs massaging logic in the generator.
