How can deploy template to Template List?

Whan I use that utilit for deploy template to nifi (1.9.0) in the version 1.1.37, template addeting to "work field" and not addeting to Template List. 
How can added template to Template List only? (it's work in 1.1.9, but in that version don't work undeploy.)
