Update copy live env script to allow for manual reruns

Problem

When running the copy live env script for staging, sometimes the cluster is tore down before we have the chance to rerun some tests or investigate issues

Solution

• Add a configuration to allow a delay time for cluster tear down (consider this delay time to be working hours aware)
