Add 'consensus diagnostic connections' to CLI architecture documentation

consensus diagnostic connections command is missing from the CLI architecture documentation.

Issue:

• The deployment diagnostics connections command (formerly consensus diagnostics connections) is not documented in the system architecture diagram
• Documentation at: https://github.com/hiero-ledger/solo/blob/main/docs/design/architecture/system/presentation_layer_cli_architecture.md#diagnostic

Changes needed:

• Add deployment diagnostics connections to the diagnostic section
• Update any references to the old consensus diagnostics path
• Ensure all diagnostic subcommands are documented:
  • deployment diagnostics all
  • deployment diagnostics connections
  • deployment diagnostics logs

Related:

• Commands were recently moved from consensus diagnostics to deployment diagnostics
• Documentation needs to reflect current command structure
