Support setting NTP server #6278

Description
Since home-assistant/os-agent#207 OS Agent supports configuring NTP servers. This requires Supervisor backend support.
Supervised requires systemd-timesyncd, so technically this should also work on Supervised.
This also needs CLI support, e.g. ha network ntp to set global NTP server. Or maybe even a dedicated ha ntp.
