[Bug]: Not able to hide Bookmarks Bar

Have you tested that this is not an upstream issue or an issue with your configuration?

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

Bookmarks bar not hiding

How to Reproduce?

1. Press Ctrl+shift+B on any tab it doesn't hide or show bookmarks bar.
2. Bookmarks bar remain visible all the time
3. I have tried with shortcut key alos by going to menu and clicking the hide bookmarks bar.

Actual behavior

When i press Ctrl+shift+B it should show/hide the bookmarks bar, as it's not happening.

Expected behavior

Ctrl+shift+B should be able to toggle the visibility state of the bookmarks bar.
