`kcl mod pkg --target .` generating empty tar file

kcl mod pkg --target . generating empty tar file after updating to v0.11.4
This seems to be related to #661

   kcl mod pkg --target .

2. What did you expect to see? (Required)
   A tar file with package contents matching the original directory

3. What did you see instead (Required)
   Empty tar file

4. What is your KCL components version? (Required)
   kcl version 0.11.4
