This would eliminate some more manual human effort. SignalHound will go and retrieve all the failing and flaking tests & display them:

This is great. If, however, it also checked for an existing issue, the right Github Issue panel could instead report this to the user and provide a link to the issue for follow-up.

This may work better if we require consistency in how Failing and Flaking Tests are reported to Kubernetes. See:
