Convert elevation and hillshade map layers to tile layers

### Description

These should be tile sources just like the photo maps layer for consistency. See how performance will be impacted though. Ensure the existing tile layer is generic enough to support this.

I want layers to either be geojson or bitmap tiles to match my goal for plugins.
