Have different numbers of top tasks and content columns on a Service landing page

In some councils the design of the top task buttons makes them look like column headings

We could consider:

• default settings of 4 top task buttons, 3 columns
• ability to councils to set what they like here
• leaving this alone. This Cumberland example shows how to fix by including top tasks, page title and description on a background color

This is done when...

• We've decided what to do about this
• Fixes are written up
• Fixes are available for testing by selected users

I think there's two ways we can do this.

1. When creating a node, you have an option "how many top tasks per row" (so each node can have a different number.
2. When setting up the site, we set a field formatter "how many top tasks per row" (so all nodes have the same amount.

@markconroy I think that top tasks should match across the site. There's a big overhead for editors to remember and be consistent otherwise. Existing sites should probably continue to see three unless they make a conscious change. It would be nice if the default for new sites could be 4.
