Why do you need this change?

I need an event in procedure CreateReservation before the instruction
CreateReservEntry.CreateReservEntry(TransferLine."Item No.", TransferLine."Variant Code",
FromTrackingSpecification."Location Code", Description, ExpectedReceiptDate, ShipmentDate, 0);
because i have ti skip this procedure to execut a custom one.

I understand your team's goal to limit the use of IsHandled. However, this request is not a "nice-to-have" — it's a hard requirement for a customer migration from NAV to Business Central we are currently blocked on.
The situation is very clear:
In the customer's legacy C/AL system, they have specific business logic that conditionally skips the creation of reservation entries executing a custom procedure instead. This is implemented with an IF statement that wraps the call to CreateReservEntry.CreateReservEntry(...).
Without an IsHandled event, we have no way to replicate this fundamental behavior. A standard event would allow us to run code before or after, but the standard CreateReservEntry call would always be executed. This is fundamentally wrong for the customer's workflow and would lead to incorrect data.
This is the textbook scenario for why the IsHandled pattern exists. It's the only clean, correct, and upgrade-safe way for a partner to suppress a standard action based on specific business rules.
We need to get this migration done. Please reconsider; this is a necessary change for us to move forward.
