[Vendor] [Quality Mngmnt] - Warehouse Receipt does not have Quality actions

Describe the issue

Create purchase order for the item that is set up for quality inspection. Use Location = WHITE (directed put-away and pick).
Release the purchase order -> Create Warehouse Receipt.
ISSUE: No actions for manual test creation at this stage.

also no action to see created/linked quality inspections (though they are linked to source document)
