CreateArenaCfgV2() Configuration item names do not match #26545
Description
Describe the issue
The constants names do not match those declared at allocator.h under OrtArenaCfg::ConfigKeyNames.
The names miss the namespace prefix.
Furthermore, the API entry point employs a logic separate from OrtArenaCfg::FromKeyValuePairs()
