Option to reduce the number of points

I would like to add a new options that would allow to specify the max point in X and Y axis using:

@targos Would you agree to add those option in this package in which we could easily add tests ? It seems to me that it is a general code that would allow to solve the issue if the matrix is too big.

I’ve implemented the data-reduction code and tested it on an 8k × 2k JCAMP file. The total processing time was reduced by about 50%, from ~650 ms to ~350 ms.

However, internal timing shows that the point-reduction step alone accounts for roughly 300 ms of the 350 ms total. Based on this, I’d conclude that the point reduction should be performed before calling conrec.

There is also the approach that Hamed is testing (I didn't know he was working on without speaking with @jobo322 apparently).

And indeed we have some speed issue. The new limiting step is this data reduction but there are various solutions.

Need to discuss about this.
