Flow Testnet: Enable Automatic Rewards Payouts

The code to support Automatic Rewards Payouts has been in place for quite some time, but it has yet to have been enabled on Mainnet or Testnet.

We would like to enable this on testnet to let it bake for a while to double check that its ready for mainnet.

• @joshuahannan -- could you supply a transaction + parameters to enable this feature?
• @vishalchangrani -- this can be enabled outside of an Epoch transition, and would be a good case to test the multisig signing tool.
