Ability set a flag for skipping certificate verification

This is something that happen a lot in local environments when using Self-signed certificates, and also something that's available in various SDKs and the collector configuration for exporters.

Since the new Collector internal telemetry uses this configuration as it's base, there should be the ability to set that property in the spec as a first class citizen.

The scope for properties in this project is dictated by the spec. If you want to see a flag like this, you'd need to first update the spec's OTLP SDK exporter document to indicate that they should support such a property.
