Provide KServe Python runtimes and enable SNYK scan

Describe the solution you'd like

At the moment we don't provide KServe python runtimes (https://github.com/kserve/kserve/tree/master/python) and for this reason we are excluding from the SNYK security reports.

When we will provide these we have to re-enable the SNYK reports.
