Pre-caching isn't working for lack of shared Memcached #427
Description
When Memcached is running on RS Prod, instead of a dedicated Memcached server (that is, when the legislature isn't in session), then the configured Memcached host is localhost, which means that Machine refers to itself for Memcached, and so isn't using a shared server. This means that the pre-caching is doing nothing at all for the live site.
