Some downloads aren't updating

On S3, I see that the following files aren't being updated:

* `bills.json`
* `law-changes.json`
* `schedule.json`
* `video-index.json`
* `from_legislator/*`

Figure out where the problem lies (are they being updated on Machine, and not syncing?) and fix it.
