Summaries CSV doesn't exist from 0100–0159

Collecting data during the 1:00 AM hour yields a bunch of errors, because SUMMARIES.CSV doesn't exist. So just don't bother to update summaries during that hour.

Huh, the summaries update is already set to not run during those hours. My guess is that another update is invoking that.
