Meshdebug plugin not working #581

The Meshdebug plugin is using the MESHHANDLE API to enumerate the meshes/groups of a vessel and change their properties dynamically.
This API is not working with external GCs and DEVMESHHANDLE must be used.
Because it's not trivial to do so, I propose to remove it. The D3D9 Debug Controls plugin provides far better support.
