Some of these tools could usefully run in the cloud.
Tools that don't access private repositories aren't technically in violation of FERPA. However, browsing them publishes a little too broadly information that is usefully protected by obscurity. Requiring log-in via GitHub OAuth could both limit their availability to instructors, and allow them to access private repos tool
