Move DevTools' /checkperm and /listperm into the core #6847

Problem description
DevTools is intended for plugin devs to use when developing plugins.
However, permission checking is something server owners need to be able to do when setting up a server.
So it doesn't make a ton of sense to have those commands in DevTools.
Naturally, permission management plugins can also provide this functionality. However, there's been a consensus in the team for a long time that we should have some basic ability to manage permissions from within PM, without the need for plugins.
