[Bug] pip install don't work on Ubuntu due to pip settings

Describe the Bug

During execution qmk setup it's try to install to user some python packages via pip. But at least once that installing are ending with following error:

After that I get more error, but I don't know if these problems are related:

Ψ QMK is ready to go, but minor problems were found

Maybe Debian has some Python protection similar to Arch Linux. You can trysudo apt install pipx then pipx ensurepath, At least this worked for me.

I solved this for myself by installing it in venv and doing the rest without turning off venv. But the method requires some knowledge of Python.

P.S. Not Debian, but Ubuntu. However, this is hardly critical.
