[Bug] pip install don't work on Ubuntu due to pip settings #25726

Describe the Bug

During execution qmk setup it's try to install to user some python packages via pip. But at least once that installing are ending with following error:

    it may be easiest to use pipx install xyz, which will manage a
    virtual environment for you. Make sure you have pipx installed.

note: If you believe this is a mistake, please contact your Python installation or OS distribution provider. You can override this, at the risk of breaking your Python installation or OS, by passing --break-system-packages.

After that I get more error, but I don't know if these problems are related:
