Switch to `ruff` as the formatter

What is the task?

In other projects such as Cirq, we're migrating away from Black to use ruff. We should convert qsim to do the same. Tips for how to proceed can be found in Cirq issue #7505.

Hi @mhucka, I see this task is open and I'd be very interested in helping out. I've reviewed the migration steps in Cirq #7505 and am ready to transition qsim to ruff if the team is ready to move forward with this.

In terms of timing, we're close to releasing version 0.23 of qsim, so such a change (to use ruff) would be best integrated after 0.23. So, no huge rush.

Hi @mhucka, thank you for the assignment! I completely understand the timeline regarding the v0.23 release. I have already prepared the migration and opened a Pull Request (#1012) for review. I’ve addressed the initial automated feedback regarding CI logic and configuration regressions.
