Size vs. Scaling

I am trying to understand when to use the size prop on components vs scaling prop on <Theme>. While the scaling property changes the density of the entire app, the size property also seems to do the same for individual components like <Table>.

1. If my goal is to provide density settings for the entire app (e.g. compact, normal & comfortable), is scaling the better approach?
2. Can the scaling range be customized? 90% to 110% may not be enough for large monitors down to small tablets and mobile devices.
