I’m writing on behalf of the W3C Internationalization Working Group. We recently published a Group Note Draft titled “Text-to-Speech Rendering of Electronic Documents Containing Ruby: User Requirements”:

The document describes user requirements for text-to-speech rendering of electronic documents that contain ruby annotations, including HTML documents and EPUB publications. It does not prescribe implementation algorithms or new markup, but identifies requirements and considerations that may be relevant to reading systems, accessibility tools, and TTS behavior. 
Given Readium’s role in EPUB reading systems and related accessibility work, we would very much welcome your review and feedback, especially on:
- Whether the requirements and use cases align with EPUB reading-system behavior and user needs.
- Whether the document misses any important implementation or user-experience considerations for EPUB.
- Whether any sections are unclear, impractical, or likely to be difficult for reading systems to interpret.

Comments on this issue are also very welcome if that is more convenient, and we can transfer or summarize them into the W3C repository as appropriate.
