Dataset update for CIFAR-100

[LatencyTDH]

A group of researchers have been able to achieve 18.85% error rate (81.15% accuracy) on the CIFAR-100 dataset with Wide Residual Networks. It might be helpful to update the "Are we there yet?" page with the results from this research study.
