Add hook for sending message to assistant

• can send message to the same thread or start new thread
• can select conditions that only in xxxx condition to send (determine by the model, summarization model, but can choose different model from the app uses)
• will be only triggered once per session. Reset by user sending new message

I've created the following sub-issues for this issue:

I have analyzed Issue #91 and broken it down into three distinct sub-issues to better track the implementation of this feature:

1. Implement message sending hook with thread management (Implement message sending hook with thread management #92): Focuses on the core hook functionality and the ability to choose between the current thread or a new one.
2. Implement AI-driven conditional sending for the assistant hook (Implement AI-driven conditional sending for the assistant hook #94): Handles the complex requirement of using an LLM (potentially a different model than the app's default) to determine if a message should be sent based on specific conditions.
3. Implement session-based trigger and reset logic for assistant hook (Implement session-based trigger and reset logic for assistant hook #93): Manages the state logic to ensure the hook triggers only once per session and resets correctly when the user interacts.

Each sub-issue has been labeled as an enhancement and assigned an appropriate type (feature or task).
