[Bug]: Accessibility Permission breaks Google Camera Fast Access features

Bug Description

When the Essentials app is granted accessibility permissions, the Volume Key Action and Palm Timer features in the Google Camera app stop working - Instead of activating the Key Action it instead triggers the standard Volume Up/Down action and the Palm Timer does not trigger at all.

Steps to Reproduce

1. Grant Essentials accessibility permissions in Settings > Accessibility Essentials
2. Open Google Camera app
3. Open Camera Settings and scroll to Fast Access
4. Enable Palm Timer and assign a Volume Key Action
5. Go back to the camera view finder and attempt to trigger both

Expected Behavior

1. Palm Timer is activated
2. Volume Key Action is activated
