Payments URL not displayed in clients

Per the [NIP 11](https://github.com/nostr-protocol/nips/blob/master/11.md#pay-to-relay) spec, relays can return relay info as a JSON object. 

Clients expect a field called `payments_url` to include in the relay info page, however the field is named `payment_url`, so the payment link is not displayed..
