"pubkey_whitelist" and "domain_whitelist" not combineable?

Hi,

I wanted to set an pub key to the "pubkey_whitelist" and additionally define a "domain_whitelist". But it seems that if the "pubkey_whitelist" is defined only these keys are allowed to publish. Wouldn't it make sense to have these two options in combination so that all white listed domains are always allowed to publish and also all keys on the "pubkey_whitelist"?
