FR: continue to run even if shpool can't add config watchers

This should not be a fatal error. We should somehow print a warning to the user (when attaching/connecting to the server), and continue.

The warning might be cleared by reattach reset, we can print the warning, ask the user to confirm (e.g. press enter), then reset. There should be a command line argument to suppress warnings.
