Incremental compilation

This is the first step towards incremental compilation in the Cairo compiler. Our current milestone is to target functions and avoid recompiling the core library between tests.

The first milestone only focuses the corelib and completely ignores package dependencies.

That would be amazing to have! It takes a lot of time to recompiler everything every time, for example for one test.
