[Feature] Add kepler dashboard to helm-chart

Grafana is able to import dashboards defined in config maps with the kiwigrid/k8s-sidecar. It would be handy if the kepler helm-chart included a rendered version of the dashboard from https://github.com/sustainable-computing-io/kepler-dashboard/tree/main following this pattern.

I would not oppose such PR for the helm chart.

But I would first check on https://github.com/sustainable-computing-io/kepler:

• which dashboard to use?
• is https://github.com/sustainable-computing-io/kepler-dashboard/ dead (last commit 2 years ago)?
