[feat] set hardware-acceleration-policy for webview on Linux

Describe the problem

I want to be able to turn on/off hardware acceleration for my app. On Windows I can do additional_browser_args. On macOS probably disabling hardware acceleration is not possible? On Linux I know there is a hardware-acceleration-policy setting and it is available in webkitgtk-rs but it does not seem to be available in Tauri.

Allow settings hardware-acceleration-policy on Linux in Tauri.

You can set the WEBKIT_DISABLE_COMPOSITING_MODE env var to 1 (in rust via std::env::set_var before the tauri::Builder line) which should have the same effect (or fairly close).

I'm not sure if that setting can be changed while the webview is running but if so you can also use https://docs.rs/tauri/latest/tauri/webview/struct.WebviewWindow.html#method.with_webview to use the webkitgtk-rs method directly.
