Limitations solution

Just dropping solution to commit limitations:
https://github.com/tomologic/docker-bumpversion#limitations

Mount proper gitconfig inside docker, and commit will work properly:
` -v ~/.gitconfig:/etc/gitconfig `

Something we used when we created a mixed docker image with sphinx, modified bump2version and modified towncrier
