For the LTI 1.3 roster update feature, it was decided that it was going to be a manual feature. Andrew and William have suggested that users and courses could be automatically synchronized at LTI 1.3 launch.
This implies an update of all users and all courses, unlike the roster update button that updates users for the one course on the course page where the button is.
