Distric office (and potentialy others) CSV files shouldn't use `,` delimiter. 

I'm seeing several instances, like `M000087-astoria` being parsed incorrectly because the comma character appears in some content in a column entry. The example entry includes the hours as the following. 

```
 Tuesday – Thursday 9:30am – 5:00pm, Friday 10:00am – 4:00pm
```

Ideally, I think we'd have the CSV files be tab delimited with `\t`.
