[Localization] Add support for Localization choosing for actual language

Would be cool to be able to not just get some default languages, then also could choose from supported ones like the dotnet new tool shows us

@DevTKSS You mean in the Wizard from a new Uno app in Visual Studio? You'd like to see some sort of dropdown with available languages/cultures?
