Debug Adapter Fails to Launch in Server Project

Current behavior

Visual Studio shows an error dialog when debugging the server project:

Expected behavior

The debug adapter should attach successfully

Steps to repro:

1. Create a new Uno solution using Uno.Templates::6.1.23.
2. Set the server project as the startup project.
3. Start debugging.
4. Observe the error dialog
