Turn this into an API

• write a script that explodes the CSV file into 199,760 JSON files (one per line)
• write another script that transfers these files to S3
• set up a CloudFront distribution
• register a domain name
• set up a cron job that will update the files periodically

I have no idea how often the USBGN source data is updated. The prior file is dated February 1, and it's now March 11, so I guess not monthly.
