Compatibility with CMake 4.x #1

Debian (and Ubuntu) will introduce CMake 4.0 after Debian 13 release (approx. Aug 2025). With CMake 4.x, the compatibility with CMake << 3.5 will be dropped. The current fcitx5-tmux project declares a minimum version of 3.0, which will introduce issues during configure.
Just for reference, the following solution is suggested to upstream in the email announcement:
- Patch CMakeLists.txt and use the "..." range syntax to add a supported maximum version, e.g., cmake_minimum_required(VERSION 3.2...3.31). This is the recommended way to submit bugfixes to upstream.
