Updated discovery metadata format + date ranges for stations, instruments, deployments and contributors with a click command

- Update deployments date range handling
- Add README documentation for woudc-data-registry data update-date-ranges CLI
- Fix to generating polygon coordinates
- Minor comments, docstrings and variable name changes
- Fix for UmkehrN14 discovery metadata update
- Added verbose logging
- Refactored query_extents() to allow querying by multiple fields
- Add properties.updated datetime to update_extents()
