Perf/CI: Speed up Windows CI runs with "dev drive"

"Dev Drive" is a Windows VFS thingy that's significantly faster than NTFS for developer workloads.

We could maybe use this: https://github.com/samypr100/setup-dev-drive, or set it up manually in our CI runners. I'll need to look into it.
