ITS: GPU: reduce memory allocations

This is agglomeration of different things, separate in the commits:

• Instantiate the tracker code for 11 (ALICE3) layers
• Enlarge the StartLayerMask (uint8_t to uin16_t) for ALICE3 layers
• Fix a genuine bug where the cells where correct for material of the wrong layer (kudos to Aizat)
• Add an actual constexpr version of qStr2Tag
• The rest reduces the memory allocations on GPU code
• Fix wrong argument passing from Optionally refit ITS outward seeding with inward refit result #14962 making code deterministic again
