Updates the version of lambda function module to explicitly define arm64 as the underlying architecture.

These changes will need to be validated by provisioning the changes first in
devusing a local terraform run upon approval of this PR. The functions will then be triggered by a manual call in the AWS GUI. Once they successfully pass, the change can be merged and the changes will be provisioned to production.
