Added Hoppscotch to applications.json
Hoppscotch is an increasingly popular alternative open source alternative to other API development platforms (e.g. Postman). I am not affiliated with the Hoppscotch project besides being a happy user.

Testing

• Added config to applications.json
• Compiled winutil and confirmed the presence of Hoppscotch in the appropriate category
• Confirmed successful installation via winget

Impact

• Adds a new open source API development platform for users
• No breaking changes or new dependencies
